Education for adults with special needs

Education Act §4A–2

The right to special education within the scope of the mandatory school system

Adults with difficulties in reading, writing and mathematics

We survey and diagnose difficulties in reading, writing and mathematics, and adapt instruction according to the participant’s individual education plan.

Adults with acquired limitations

Adults who have language or speech difficulties caused by head injuries, for instance as the result of a stroke or an accident, are offered the option of assessment and individually adapted instruction. We prepare individual education plans in collaboration with the experts assigned to rehabilitation and the participants themselves.

Adults with impaired functional ability

Adults whose physical or mental capacity, vision or hearing is impaired may apply for adapted instruction.

Adults with learning difficulties

On recommendation by experts adults may receive adapted instruction in basic mandatory school subjects as outlined in the national education plan for adults.

Instruction is free of charge

The aim of the adult education centre is to provide instruction in areas which affect the quality of life of the participant by seeking to improve basic knowledge and skills.

Adults may apply for instruction for themselves

Application for instruction may also be made to the education centre by personnel, experts and next of kin. It is essential that participants are motivated to receive instruction.

How is instruction organised?

Instruction takes place in groups or individually. Timetabling takes into account the needs of the individual. It is therefore important to specify what instruction is needed and how it should be adapted. We can provide instruction regularly on the same day or days each week, or alternatively in a more intensive course. We do our best to meet individual needs.

What do you want to learn?

Instruction is based on the participant’s situation and interests. This may involve tradtional school subjects, but it may also be a matter of coping better with everyday life.

Examples of subjects:

Home economics, English, Norwegian, mathematics, computer skills, Norwegian society and social training, choral singing, swimming/water exercise and life skills training.

Law on Introduction and Norwegian Language for recent immigrants

Circular H-20/05 §17: Right and duty to participate in instruction in Norwegian language and society

We provide graded instruction in Norwegian Language and Society

Instruction is aimed at the assessment tests in Norwegian at levels 2 and 3 and the Higher Level Test in Norwegian (the Bergen Test). Tests 2 and 3 document knowledge of Norwegian at an intermediate level and are entry level requirements for further education and/or employment. The higher level test is required for studies at college or university level in Norway.

We base instruction on the following:

·             an individual plan

·             responsibility for one’s own learning

·             individual work

·             instruction by teachers

·             substantial freedom in choice of activities and work methods

Since 1 September 2005 instruction in Norwegian Language and Society is both mandatory and a universal right

Immigrants after 1 September 2005 must receive 300 hours of instruction in order to qualify for a permanent residence permit or Norwegian citizenship.

Adult refugees and immigrants who have a residence permit and fulfil the requirements for permanent residence receive instruction in Norwegian language and society free of charge. A charge is made to immigrants from EU countries.
